Universal Clipboard not working: check it in the right order
The fastest way to lose an afternoon is to change five settings and then paste.
Pick one sentence you would recognise anywhere and make it your measuring stick. Copy it, test, change exactly one thing, test again. That is the whole method, and it is the difference between a diagnosis and an afternoon of guessing.
The order below runs the common and cheap checks first, then narrows to the rare and disruptive ones. Work down it. Do not skip ahead to the dramatic fixes at the bottom, because they are at the bottom for a reason.
Universal Clipboard not working? Find out whether anything arrives
Put the two Macs on the same desk. On Mac A, copy the words 'Meeting today' from any text app. On Mac B, open a blank document and paste straight away. Do not copy anything else on either machine while you do this — a second copy anywhere replaces the item you are testing.
That result is a fork in the road, so read it carefully. If the sentence arrives, the connection between the Macs is fine and what you have is a content-type or destination-app problem, so skip ahead to the picture and file section. If nothing arrives, or the previous item arrives, the shared prerequisites are where the fault lives. The next two sections work through those in the order they actually fail.
Check the account, then Handoff
The same Apple Account on both Macs is the requirement people are most confident about and most often wrong about. Open System Settings on each Mac, click the account name at the top of the sidebar, and compare the sign-in email address — not the display name, which two separate accounts can share. Your Mac login name is not it. Neither is a separate App Store purchasing account. If the two addresses differ, stop reading here: nothing further down this page will help, and the last section covers what to do about it.
Handoff comes second because it is one switch that silently disables the entire feature. On macOS Ventura 13 or later, open System Settings → General → AirDrop and Continuity — labelled AirDrop and Handoff in some versions — and allow Handoff between this Mac and your iCloud devices. On older releases the same checkbox sits in System Preferences → General. Check both Macs, not just the one that looks broken. Then repeat the sentence test. If it works now, you are done. If not, the switch was not your cause and you can leave it on.
Then the radios, the distance, and one fresh copy
Wi-Fi and Bluetooth have to be on at both ends, and the Macs have to stay near each other. This is the one that catches people on wired networks: an Ethernet cable does not satisfy the Wi-Fi requirement, and Bluetooth has to be on even though your text is not travelling over it. Turn both on at both ends, keep the machines within arm's reach for the test, and copy the sentence again.
Now the discipline that turns a list of settings into a diagnosis. Change one condition, test, and write down which of three results you got. The new sentence arrives — the change you just made was the fix. The previous item arrives — the link is alive, but your latest copy never became available, so copy again and paste sooner. Paste is unavailable — that points at the destination app or folder, not at the connection.
If every condition genuinely checks out, the ordinary remedies come next, in this order. Try a second text app on Mac B, because success in one app and failure in another tells you it is that app's handling and not Continuity. Then save your work and restart both Macs. Then check for system updates. After any restart or settings change, copy a new sentence — pasting an item that was already on the clipboard proves nothing at all. Signing out of iCloud and deleting system files sit far below this line, if they belong on the list at all.
When plain text works but a picture or a file does not
Different fault, and the destination is usually to blame. Pictures need an app that accepts images. A whole file needs a Finder folder, not a text document. Whole-file copying also raises the bar on system versions: both Macs need at least macOS High Sierra 10.13, on top of the other Continuity requirements. And check what you actually copied. Selecting a file in Finder copies the file; a highlighted name in an open rename field copies text, which is why a filename sometimes turns up on its own.
If someone is waiting on that file, do not let the diagnosis hold up the work. Send it with AirDrop and come back to the clipboard afterwards. A successful AirDrop is also a small piece of evidence in its own right: the radios are on and the two Macs can see each other, which moves the account and Handoff side up your list of suspects.
If the accounts are never going to match
Some of these have no fix, because the requirement is structural and not a setting. A managed work Mac and a personal Mac under different Apple Accounts. A machine too old for Apple's Continuity list. No amount of careful troubleshooting moves either.
Deskferry is one way around it on macOS 14 or later, because it pairs Macs into a trusted group on the same local network and the account each one signs in to stops mattering. The administrator uses Add Mac, the joining Mac uses Join a Group, and a 6-digit code lasting 120 seconds plus administrator approval finishes the pairing — the clipboard sync guide has the full setup. Two caveats before you go that way. Both Macs must be on a network where they can reach each other, so this is not a remote clipboard. And it needs macOS 14 or later on both Macs; the Mac App Store download itself is free. Where your Macs do meet Apple's conditions, the built-in feature is the simpler answer and worth repairing first.

Questions, answered
Why does the old item keep pasting?
Either your new copy never became available to the other Mac, or something else was copied after it and took its place. Copy an unmistakable short sentence, paste within a few seconds, and if the old item still wins, treat it as a connection problem and go back to the account and Handoff checks.
I am on Ethernet. Can I leave Wi-Fi or Bluetooth off?
No. Both radios have to be on at both ends whatever else the Macs are plugged into, alongside Handoff, the same Apple Account, and the two machines being near each other.
My App Store account matches on both Macs. Is that enough?
Not necessarily, and this is the case that looks correct while failing. What counts is the Apple Account macOS itself is signed in to, shown at the top of System Settings. A shared App Store purchasing account can sit quite happily alongside two different system accounts.
Should signing out of iCloud be an early step?
No — keep it near the end. Proximity, Wi-Fi, Bluetooth, Handoff, a fresh plain-text copy and a restart cover the common causes and cost you nothing. Signing out affects Mail, Photos, Messages and more, so follow Apple's own guidance before changing an account to fix a clipboard.
